President John Dramani Mahama has approved the appointment of Musah Ahmed as Judicial Secretary to the Judicial Service.

Ahmed’s appointment was approved in accordance with Article 148 of the 1992 Constitution, following advice from the Judicial Council.

In a statement dated October 8, 2025, the Judicial Service said that following his approval, Ahmed was sworn into office by the Acting Chief Justice, Justice Paul Baffoe-Bonnie, and has assumed his duties immediately.

“His Excellency the President, Acting on the advice of the Judicial Council and in accordance with Article 148 of the 1992 Constitution, has approved the appointment of Musah Ahmed as the new Judicial Secretary into the Judicial Service of Ghana with immediate effect.

“Ahmed was duly sworn-in, on October 8, 2025, as the new Judicial Secretary by the Acting Chief Justice, His Lordship Justice Paul Baffoe-Bonnie,” portions of the statement read.

Ahmed Musah’s appointment makes him the 17th Judicial Secretary since the First Republic.

He takes over from his predecessor, Dr Cyracus Bapuuroh, who was acting as Judicial Secretary since April 2025.

Profile of Musah

According to the judicial statement, Musah brings aboard extensive experience from various fields, including legal.

He is said to have, “Over 25 years of legal experience, having been in private legal practice. As CEO of Ahmed Legal Consult, he has specialties in Maritime Law, Commercial Law, Constitutional Law, Land Law and International Law, having provided legal advisory services to Diplomatic Missions including the Embassies of the Kingdom of Saudi Arabia and the State of Kuwait, as well as corporate and traditional institutions.”

Ahmed Musah also served as the Vice-Chairman of the Hajj Board and a contributor to key rule of law and institutional development initiatives.

He is a founding member of the Legal Resource Centre and has contributed to expanding access to justice and strengthening institutional capacity.

He boasts of having a B J da Rocha Prize, alongside published work on cyber security, parliamentary immunity and natural resource governance.

Additionally, Musah brings to his practice, strong legal drafting skills, sharp analytical thinking and a fluency in technology.

He holds an LLM in National Security Law from the University of Ghana (2023), having earned his LLB with Honours from the same University in 1997, followed by a Qualifying Certificate from the Ghana School of Law in 1999, where he emerged as Best Student in Advocacy and Legal Ethics.
