Country Manager for Water and Sanitation for the Urban Populations (WSUP) Ghana, Frank Kettey, has outlined the organisation’s vision for its new five-year strategy, aimed at transforming urban WASH service delivery across Ghana.
Speaking at the launch of WSUP Ghana’s 2025–2030 Business Plan in Accra on September 16, 2025, Kettey said the plan builds on the organisation’s work in the country since 2010, with the focus on supporting utilities and municipalities to strengthen service delivery, particularly for low-income communities.
“Our focus is always on strengthening the service providers who are at the core of delivering these services, empowering them to deliver better quality for low-income customers,” he stated.
WSUP Ghana launches 2025-2030 business plan to transform urban WASH services
According to him, the strategy will see WSUP Ghana working closely with Ghana Water Limited, the Community Water and Sanitation Agency (CWSA), and municipalities such as Kumasi Metropolitan Assembly (KMA), Sekondi-Takoradi Metropolitan Assembly (STMA), and Tamale Metropolitan Assembly (TAMA).
The aim is to advance both water and sanitation services through investments in infrastructure and internal capacity-building.
Beyond expanding pipelines and supporting household connections, Kettey stressed the importance of building the internal capacity of service providers and strengthening customer engagement in low-income areas.
He noted that WSUP Ghana will also support CWSA’s transition into a full-fledged water utility service provider, offering technical and organisational support at both national and regional levels, particularly in Ashanti and Western Regions.
On sanitation, he said the plan focuses on value chain strengthening, covering containment, treatment, and reuse, in partnership with local municipalities.
“More importantly, we are looking at internal reorganisation and change management to ensure staff members have the resources and capacities needed to advance the work,” he indicated.

Kettey emphasised that these initiatives will be pursued with the goal of achieving inclusive, sustainable, and resilient water and sanitation services for all by 2030.
