The National Service Authority (NSA) has inaugurated a Transition and Implementation Steering Committee (TISC) to oversee the rollout of a new digital platform for the National Service Scheme.

The initiative forms part of a broader digital transformation agenda aimed at enhancing efficiency, transparency, and service delivery.

This follows a directive from the Office of the President to the Minister of Youth Development and Empowerment in June 2025, which suspended the existing deployment system and called for an audit of its operations.

The audit, completed earlier this year, found the system unsatisfactory. Consequently, the Minister directed the Board to initiate steps towards deploying a new, more secure, and transparent platform.

The TISC has been tasked to:

• Oversee the phased migration from the legacy system;

• Direct the design and deployment of a modern digital platform;

Supervise its operationalisation across core functions including personnel enrolment, postings, payroll/allowances, and scheme administration.

According to the NSA, the new platform will guarantee real-time verification of postings, improve infrastructure, and secure personnel data, while addressing long-standing challenges with service delivery.

The TISC is chaired by Dr. Wisdom Atiwoto, a member of the NSA Board and Director of Research, Statistics, and Information Management at the Ministry of Health.

Other members include:

• Ruth Dela Seddoh – Director-General, NSA

• Shadrack Mensah – Board Member

• Elorm Goh – Board Member

• Benjamin Freeman Kusi – Head, MIS, NSA

• Jennifer Opong – Head, Internal Audit, NSA

• Dr Stephan Nwolley – Chairperson, ICT Sector, AGI (External Advisor)

• Koku Abotsi, Esq. – Legal Practitioner (External Advisor)

• Japhet Kuntu – Software Engineer (External Advisor)

• Nabil Abubakar Hussayn – Banker (External Advisor)

• Regina Obenewa Penrose, Esq. – Committee Secretary

The NSA has assured national service personnel and stakeholders that there will be no disruption in the fulfilment of its obligations under the National Service Act, Act 1119 (2024).

Board Chairman Emmanuel Okai Mintah reaffirmed the Authority’s commitment to “innovation, accountability, and excellence in service delivery.”

Updates on the committee’s progress will be communicated in due course.
