A labour expert has made a call for the complete scrapping of the current payment structure for Ghana’s public sector.

Ben Arthur says payment by effort and time should be done away with for payment by performance.

According to him, the latter is what is enshrined the 1992 Constitution.

Mr Arthur made these remarks on TV3’s Midday Live on Friday.

He was speaking in an interview on the sit-down strike declared by staff of the Fair Wages and Salaries Commission (FWSC).

Staff, who began the strike on Thursday, claim they are worse off with the advent of the Single Spine Pay Policy (SSPP) in 2010, a claim Mr Arthur considers “surprising”.

“This is the first of its kind,” he stated, casting insinuation at the demonstration by the computers of workers’ salaries.

For him, the situation offers an opportunity “for us to scrap the whole payment structure of the public sector”.

He said the reforms of the system should focused on the way payment is computed.

“We have to pay by our performance,” he suggested, citing that by such a system a PhD holder may receive less than a Diploma holder if the former does not give off their best.
