Kofi Wayo's man is an ex-convict

Christian Homeier, President of the Oil Producers Association Inc (OPA) is an ex-convict. The OPA is the body that Ghanaian Kofi Wayo is spearheading to buy the Tema Oil Refinery (TOR) should it be put on divestiture.

The Evening News investigations have firmly confirmed that Homeier, of Springfield in the United States and a former representative (1969-71) was indicted after pleading guilty to charges of mail fraud and conspiracy to commit mail fraud. He was sentenced to one year in Federal prison and two years probation by US District Judge Harlington Wood, Jr.

The Judge also ordered Homeier to repay the state $6,300 on received for secretarial services never performed for him. In pronouncing sentence Judge Wood said, “We wanted other legislators to know they faced the possibility of prison if convicted of crimes in the Springfield district.”

The OPA, of which Mr Kofi Wayo claims to be a shareholder, is made up of 366 members. The Evening News contact with credible international business sources clearly indicated that the only shareholders of the OPA are Christian H. Homeier, President, and Renee C. Homeier, Secretary.

On Kofi Wayo having shares in OPA, sources said, “it does not appear from anything that we have that the Ghanaian gentleman (Kofi Wayo) is a shareholder, but it does appear that he might be a member to it.” The sources also stated that the OPA was formed principally to allow its members who, most likely, are paying dues to trade crude. “It’s not therefore, a company that acts like an operating corporation.”

Last week the Minister of Energy, Mr Albert Kan Dapaah, held a press conference in Accra to react to allegations by Kofi Wayo that certain key functionaries in the NPP government were thwarting his efforts to purchase TOR. The Minister said, the government had not even decided on the divestiture of TOR yet and therefore wondered how the government or the Divestiture Implementation Committee could be delaying from the opportunity to purchase TOR.
