The Attorney General and Minister of Justice, Dr Dominic Ayine, on October 13, 2025, signed a charge sheet against the former Deputy Director-General of the National Service Authority, Gifty Oware-Mensah, accusing her of money laundering, stealing from the state, among other offences.
The six-page charge sheets filled against the former NSA deputy director also detailed that Gifty Oware-Mensah has allegedly misappropriated a total of GH¢38,458,248.87 between February 2022 and March 2024.
According to the document sighted by GhanaWeb, the former NSA deputy director allegedly stole the money through a private account identified as Block of Life Consult for her personal benefit.
The document also detailed that between February 2022 and March 2024, Gifty Oware-Mensah willingly caused a financial loss to the state in the sum of GH¢6,956,157.47 by causing interest on the said amount to be charged by the Agricultural Development Bank (ADB) on a GH¢31,502,091.40 loan she had inappropriately authorised.
The six-page document further detailed the medium through which Gifty Oware-Mensah secured the GH¢31,502,091.40 loan from ADB.
Gifty Oware-Mensah charged with GH¢38.4 million alleged theft and financial loss
According to the document, on October 14, 2022, the former Deputy Director generated 9,934 ghost names, which she represented to ADB under the pretence of supplying goods on hire-purchase, and sought to use NSP allowances as collateral for the loan.
"... Between February 2022 and March 2024, the accused approached officials of the Agricultural Development Bank (ADB) and informed them that the NSA had signed an agreement with her company, Blocks of Life Consult (BLC), to sell products on hire-purchase to National Service Personnel. She claimed that she required a loan of GH¢ 78, 139, 910.00 to support her business," the document read.
The AG on page 5 of the document claimed that Gifty Oware-Mensah had initially requested GH¢78,139,910.00, which the bank rejected since it's believed that the said 9,934 ghost names would have to pay with their full allowances each month.
The document also included that after the said GH¢ 31,502,091.40 was disbursed into the account created by Gifty Oware-Mensah, she subsequently transferred the money into her private account, which has the account number 108101016216501.
"ADB told the accused that they could not approve the loan of GH¢78,139,910.00 as it would mean they would be deducting the full allowances of the supposed NSP. The accused later agreed with the bank on the Principal sum of GH¢31,502,091.40 and interest of GH¢ 6,956 157. Forty-seven to be paid through source deduction of the 9,934 NSP allowance over 11 months.
"... The account was designated as NSA HIRE PURCHASE and had the account number 1221MPL230610001. The loan amount of GH¢ 31,502,091.40 was disbursed into the NSA HIRE PURCHASE account, and on the accursed's instructions to the bank, the loan amount was subsequently transferred into Block of Life Consult, her company's account number 108101016216501."

AG additionally alleged that the former NSA deputy director, from the GH¢ 31,502,091.40 received, further transferred GH¢ 22,925,518.69 to an enterprise identified as Amaecom Global Company, and the remaining money to three different companies.
"Out of the money received, the accused transferred GH¢22,925,518,69 to Amaecom Global Company of which she was a director, and the remaining amount to three other companies."
Upon the ongoing investigation, Gifty Oware-Mensah has been charged with the following.
Stealing GH¢31,502,091.40 belonging to the National Service Authority
Willfully causing financial loss to the state through a fraudulent hire-purchase scheme.
Abuse of public office for personal gain
Money laundering through the transfer of illicit funds into personal and affiliated accounts
