The Public Accounts Committee (PAC) of Parliament has directed that officials of the Electricity Company of Ghana (ECG) responsible for unauthorised spending amounting to over GH¢180 million in 2023 be referred to the Attorney General for prosecution.

The directive follows revelations contained in the Auditor-General’s 2023 report, which exposed how the power distribution company exceeded expenditure on 13 budget line items without obtaining approval from its governing board.

During a PAC sitting on Tuesday, October 28, 2025, Ranking Member Samuel Atta Mills described the conduct of ECG’s management as a clear case of financial indiscipline and a breach of corporate governance procedures.

He cited several instances where the company overspent far beyond its approved allocations, describing the justifications as unacceptable.

Staff fuel. Did they drive around the world? Budget was GH¢2.8m and you spent GH¢3.6million. Communication expenses, ECG, their budget was 4.2, but you spent 7.9 million. Consultancy, the budget was 40 million, but you spent 58.6 million. All these you did on your own without even board approval. Stakeholders’ expenses, your budget was 3.1 million, and you spent 49 million, and you want to increase our tariffs,” Atta-Mills fumed.

He added that the actions of the responsible managers amounted to gross financial misconduct, warranting legal consequences.

“This shows financial indiscipline. Those managers who were involved, I’m recommending that they face the Attorney General for prosecution,” he said.
