Former NASPA presidents refute claims of misused dues in Auditor-General’s report

The former presidents of the National Service Personnel Association (NASPA) have jointly issued a statement to clarify allegations circulating on social media regarding the management of association dues.

The statement responds to portions of a Technical and Forensic Audit Report on the National Service Authority (NSA) by the Auditor-General, which allegedly suggest that NASPA dues were deposited into a personal account for private use.

In a press release signed by five past national presidents, Allen Obeng Asare (2018), Stephen Twumasi (2019), Afriyie Osei Owusu (2020), Emmanuel Akosah (2021) and Gideon Osei (2023) the former leaders described the allegations as “misleading and taken out of context.”

According to the former executives, the funds referenced in the audit report were membership dues contributed by National Service Personnel across the country for the administration and welfare activities of their association.

“These dues are approved by Congress NASPA’s highest decision-making body and not by the National Service Authority,” the statement noted.

The NSA’s role, they explained, was limited to facilitating the collection of these dues on behalf of NASPA, replacing an older and less efficient payment system.

Addressing concerns about the use of a personal E-Zwich card for transactions, the former leaders clarified that NASPA, as an association, does not qualify to directly register for an E-Zwich card since it is tied to individual biometric data.

“To utilise the GHIPSS payment system, the National President was appointed as the registered representative and the E-Zwich card was designated as the official NASPA card,” they explained.
They further emphasised that the card was linked directly to the official NASPA bank account and served purely as a conduit for transferring dues from the NSA and not for personal storage or use.

The statement underscored that all transactions through the NASPA E-Zwich card and official accounts were traceable within the banking system and subjected to internal accountability measures.

The funds, the former leaders said, were disbursed from the national level to regional and district NASPA branches to support association programmes such as, NASPA Week celebrations and the central launch event, terminal Congress and elections, community clean-up exercises and development projects, educational seminars and capacity-building sessions, financial support for less-endowed regions and daily operational and administrative costs.

They also clarified that no single president had exclusive access to association funds, as disbursements required multiple authorizations in line with NASPA’s financial governance framework.

To reinforce transparency, the statement highlighted that regular financial reviews and reports were presented at both Congress and Executive Council meetings, where delegates scrutinized and approved budgets.

The former presidents expressed concern that portions of the audit report are being circulated without full context, creating what they described as “a misleading narrative.”

“We find it regrettable that excerpts from the audit report are being used to create a misleading impression without understanding the association’s established operational procedures,” the statement read.
