Former GRA boss indicted by CHRAJ, referred to AG for prosecution

The Commission on Human Rights and Administrative Justice (CHRAJ) has reportedly indicted the former Commissioner-General of the Ghana Revenue Authority (GRA), Reverend Dr Ammishaddai Owusu-Amoah, for causing financial loss to the state amounting to approximately GH¢9 million.

According to a report by JoyNews, CHRAJ found Dr Owusu-Amoah culpable of procurement breaches and administrative lapses that resulted in the state’s financial loss. The former GRA boss has been referred to the Office of the Attorney-General for possible prosecution.

The indictment is contained in a 157-page report signed by CHRAJ Commissioner Dr Joseph Whittal on October 28, 2025.

CHRAJ concluded that the ex-GRA Commissioner-General oversaw fraudulent and irregular contract awards to three companies — Ronor Motors Ghana Limited, Telinno Ghana Limited, and Sajel Motors and Trading Company Limited — for the supply of vehicles and logistics to the GRA.

The investigation was based on a 2022 petition filed by the Movement for Truth and Accountability (MFTA), which indicated that Dr Owusu-Amoah’s actions caused a financial loss of US$826,551 (approximately GH¢8,971,933.43).

The contracts were found to have been characterised by inflated prices, duplication of payments, and in some cases, non-existent contractors.

“The respondent, being the Entity Head, cannot escape liability,” the report stated.

Additionally, CHRAJ noted that the three companies involved did not pay the required taxes during the contract awards. Two of the firms — Telinno Ghana Limited and Sajel Motors and Trading Company Limited — could not be located at the addresses provided in their official documentation.

The report further disclosed that although the petitioners later attempted to withdraw the case, CHRAJ proceeded with the investigations in the public interest.
