The Attorney General and Minister of Justice, Dr Dominic Akuritinga Ayine, has sued businessman Dr Joseph Siaw Agyepong and his company, J.A Plantpool Ghana Limited, over an alleged excess payment of $2 million under the NPP government’s District Road Improvement Programme (DRIP).
According to court documents, the Government of Ghana in 2024 entered into an agreement with J.A Plantpool for the supply of equipment under the DRIP initiative. The Attorney General stated that the contract sum agreed between the parties was $178,704,739.50.

However, the suit alleges that although the total amount captured at the bottom of the contract’s schedule of equipment was stated as $178,704,739.50, the actual total of the listed items amounts to $176,704,739.50 when accurately calculated.
The discrepancy, according to the Attorney General, results in an overstatement of $2 million.
The court documents indicate that the contract covered nine categories of equipment, with unit costs and total costs clearly outlined in the attached schedule.
The Attorney General argues that the final contract sum reflected the erroneous total stated at the bottom of the schedule instead of the correct figure derived from adding the individual item costs.
Despite the alleged discrepancy, the state is said to have fully paid the amount of $178,704,739.50 to J.A Plantpool.
The Attorney General further stated that demands have since been made for the refund of the alleged excess payment, but the money has not been returned.

As a result, the state is asking the court to order Dr Siaw Agyepong and J.A Plantpool Ghana Limited to refund the alleged excess amount of $2 million.
