An executive Member of the Ghana Revenue Authority (GRA), Elsie Appau-Klu, has strongly denied allegations of political power abuse and unlawful land encroachment.
In a document dated July 14, 2025, and addressed to GhanaWeb through her legal team, Kpatsa and Associates, Appau-Klu categorically stated that the allegations leveled against her, contained in a petition filed by private Ghanaian citizen, Nana Awuku Bram, are not only ‘unequivocally false and groundless, but also damaging to her professional reputation.'
“Your publication, which has been widely circulated through your platform (www.ghanaweb.com), contains serious allegations that are unequivocally false, groundless, and damaging to our client's integrity, professional reputation, and personal standing,” portions of the statement read.
Addressing the allegations through her lawyers, she stated that the land encroachment issue is currently being contested in a competent court of jurisdiction, which has so far found no judicial determination of wrongdoing or encroachment on her part.
She claimed that the petitioner, Nana Awuku Bram, had been served with a court summons but failed to appear or present a defense in the matter.
“The matter cited in your publication is currently under litigation and pending before a Court of competent jurisdiction which the said Nana Awuku Bram has been served with the Writ of Summons, but has to date not caused Appearance or Defence to be filed in that instant suit.
"There has been no judicial finding of wrongdoing, encroachment, or abuse of office by Appau-Klu,” her lawyers insisted.
Appau-Klu, through the letter, further denied using her position as a public official to use state resources for personal gain or interests.
“She has abided by all legal processes, and our client denies ever using her public role to exploit or having any such powers, real or imagined, to command state institutions or uniformed individuals for personal gains,” it added.
Appau-Klu’s rebuttal follows petitions filed by Nana Awuku Bram, accusing her of allegedly encroaching on his one-acre parcel of land located at Oyarifa, and referring her to the Economic and Organised Crime Office (EOCO) and the Commission on Human Rights and Administrative Justice (CHRAJ).
Nana Awuku Bram has also petitioned the National Chairman of the National Democratic Congress (NDC), Johnson Asiedu Nketiah; and the party’s General Secretary, Fifi Fiavi Kwetey.
Among other requests, the petitioner is seeking a restraining order to prevent Appau-Klu from continuing construction on the said disputed land.
He is also calling on relevant institutions to sanction her if it is confirmed that she used state security and resources in connection with the alleged encroachment.
