According to an article, in the New York Post, titled "Diallo Bill" (read), police-shooting victim Amadou Diallo was a Ghanaian.

This is what the New York Post wrote:

Diallo, 24, a street peddler from Ghana, was killed in the vestibule of his Bronx apartment building in a hail of gunfire by four cops on Feb. 4, 1999.

The officers said they believed Diallo had been reaching for a gun, although it turned out he was unarmed and holding only his wallet. The cops were acquitted at a criminal trial, and the city later settled a lawsuit brought by the Diallo family for $3 million.
