Afenyo-Markin critiques NDC's Road Fund Board inaction

Minority Leader Alexander Kwamena Afenyo-Markin has criticised the ruling National Democratic Congress (NDC) government for failing to establish a road fund board despite being in office for nearly a year.

According to him, road contractors haven't been paid due to the government's failure to establish a board to oversee the transactions.

Addressing the floor of parliament on the 2026 Budget debate on Tuesday, December 2, 2025, he said, "You say we should approve these amounts of GH¢5.378 billion? Are you sure the minister is going to release these monies for your operations? Besides, you are almost a year into office. Road fund still has no board. How do you disburse funds to the road contractors?”

Afenyo-Markin argued that the government’s actions make it appear inefficient, despite its promises to reset the country.

“This is part of your inefficiencies you've introduced as part of your so-called resets. I will not use the word incompetence, but anybody reading this would wonder why a government with opportunity to put in place their governance structures have refused to set up the road fund board. You came here to amend the law. What is delaying the formation of the board, and contractors are suffering," Afenyo-Markin said.

He stated, "Is it a sin to invest in the private sector? The Ghanaian businesses who have gone to the banks to take loans are not being paid. They have worked, their workers are at home and are unable to pay their workers, and if you ask them, the simple reason is that the government, for over 10 months, has refused, neglected, and, for whatever internal politicking, is unable to set up a simple board."

He questioned the government about the delays in establishing the board, claiming that it has competent personnel who could form the board if it were to be created.

"I thought you had the men. I thought you had the men. You have competent men and women. Some MPs who have no portfolio, are not on any board, why are you not putting them there? A lot of the qualified people in your government, you can't set up road fund board. Have you failed the people of Ghana already or you are about failing them? You should explain to us why the road fund board has not been set up because you claim that that is the reason why you've not paid contractors. So all the money that have been released to that fund, what are you doing?"
