The Attorney General and Minister for Justice, Dr Dominic Akurintinga Ayine, has provided an update on several high-profile investigations into alleged state resource looting, emphasising that initial complaints do not constitute conclusive evidence of criminality.
Speaking during his Accountability Series on October 22, 2025, Dr Ayine revealed that his office has diligently concluded investigations into a total of thirteen major cases.
The Attorney General listed the following significant cases where initial investigations have been concluded:
• SkyTrain
• National Service Ghost Names Scandal
• District Road Improvement Project (DRIP)
• National Lotteries
• Pwalugu Multi-Purpose Dam Project
• SML
• Frontier Healthcare Services
• Free Wifi
• National Ambulance
• Boankra Integrated Inland Logistics Terminal
• Sputnik V Vaccines Case
• Land Looting Cases (eight cases completed, one outstanding) etc.
Dr Ayine explained the rigorous process dockets undergo once they reach his office.

He noted that the latest set of dockets arrived just two weeks ago.
"When the dockets are brought to my office... I go through them diligently with the prosecution staff... and then we can build a case and advise the investigators as to what to do when we find loopholes that may be exploited by defense attorneys," he explained.
Dr Ayine provided specific examples of how the legal review process affects the path of a case:
1. Boankra Integrated Inland Logistics Terminal: The report has been returned to the AG's office, but further action requires a specific audit.
"We've come to the conclusion that there is a need for us to have a value for money audit, because that is the only way by which we will determine the extent to which there was malfeasance relating to the finances of the project."
He noted that so far, nothing has been discovered to warrant criminal court action.
2. District Road Improvement Project (DRIP): Following initial review, the AG’s office gave specific directions to investigators. The subsequent report has "pinpointed certain acts of malfeasance that we are working on."

Dr Ayine stressed that the initial reports received by the Oral Committee, which was tasked by the President to receive complaints, are not "irrefutable evidence of criminality," emphasising the necessity of thorough legal scrutiny before prosecution.
