A former Procurement Director at the Ministry of Defence, Frank Oliver Kpodo, came under intense scrutiny during the Public Accounts Committee (PAC) sitting on Tuesday, March 31, 2026.
Kpodo was questioned over the alleged falsification of documents relating to six undelivered election vehicles in a deal worth more than GH¢4.8 million.
The Majority Chief Whip and Member of Parliament for South Dayi, Rockson-Nelson Dafeamekpor pressed him on how he was able to initiate the purchase of vehicles without the involvement of key stakeholders at the Ministry.

He struggled to understand why a procurement director, who was neither the chief director nor the Minister of Defence, claimed that a supplier was putting personal pressure on him through text messages.
This raised concerns that he had personalised a public transaction, turning what should have been an institutional responsibility into his own burden.
Dissatisfied with his explanations, Dafeamekpor recommended that Kpodo be interdicted.
“The recommendation given was enforcement of PFM regulations 96 and 98. But you are not responding to the issues reasonably. What is your relationship with Global Supply Network? I am struggling to understand why the Ministry signs a supply and purchase agreement, yet you who are not the Ministry, not even the Chief Director, not the Minister of Defence, tell the parliamentary committee that the supplier was putting pressure on you by sending text messages. This is how public transactions become personalised. You made it your personal burden.

“How many vehicles were involved? If you cannot tell us where the vehicles are, at least tell us how many there were. And till date, Madam Chair, we still do not know where the vehicles are. My demand is that the Ministry of Lands and Natural Resources should interdict this man. He should be interdicted. What kind of vehicles were you going to purchase?” he quizzed.
