Prostitution, Pornography: Who is a prohibited immigrant under Ghana’s Immigration Act?

Prostitution is prohibited in Ghana Prostitution is prohibited in Ghana

An Immigration officer and migration consultant, Deputy Superintendent of Immigration (DSI) Justice Kudzo Normeshie, has explained who can be denied entry into Ghana under Section 8 of the Immigration Act, 2000 (Act 573).

Under the Act, prohibited immigrants include people coming to Ghana to engage in prostitution and those fleeing other countries to avoid punishment for crimes.

According to him in a video he shared on Facebook on October 28, 2026, people brought into Ghana to engage in prostitution or other activities considered immoral under the law may be refused entry into the country.

“If someone is brought into Ghana for prostitution or any other immoral activity, that person is a prohibited immigrant,” he said.

Normeshie also warned that people who help bring foreign nationals into Ghana for prostitution could face legal action for facilitating their entry.

Using the example of a motor rider helping to bring a woman from Nigeria into Ghana, he explained that the woman could be a victim of human trafficking while the person facilitating her entry could be arrested for smuggling.

“Under trafficking, we protect the girl because she may not know what she is being brought into the country to do. Under smuggling, however, we arrest you, the motor rider facilitating her entry, to face the law,” he explained.

He added that authorities would protect victims of trafficking and work to reintegrate them into their home countries.

However, he said, a person who openly declares an intention to enter Ghana for prostitution could be detained at the border.

“We protect the girl and ensure her reintegration into her country. But if the person tells us, ‘Officer, I am entering Ghana; I am coming to do hookup,’ we will detain her at the border,” he stated.

The immigration specialist further explained that the law covers other activities, including pornography and bestiality, which he said could lead to a person being denied entry into Ghana.

“Someone may not be coming to engage in prostitution but may be coming to participate in pornography. We will not allow that person to enter the country.

“Someone may also be coming to promote bestiality, which involves humans having sex with animals. We will not allow that person to enter Ghana. They are prohibited immigrants,” he disclosed.

Normeshie also cited people who commit serious crimes in other countries and flee to Ghana to avoid punishment as another category of people who may be barred from entering the country.

Using murder as an example, he said a person who had been sentenced in the United States and fled to Ghana to avoid serving the sentence should return to face the punishment.

“If you murder someone in the US, are sentenced and then flee to Ghana to avoid serving your punishment, you are prohibited from entering the country. We will not allow you to enter because you must return to serve your sentence,” he said.
