NRSA to shut down garages involved in illegal left-to-right steering conversions

The National Road Safety Authority (NRSA) has moved to clamp down on garages that convert right-hand-drive vehicles to left-hand drive, citing safety and legal concerns.

Director-General of NRSA, Abraham Amaliba, said the practice is illegal and poses significant risks to passengers and other road users.

“It’s an illegality. The law doesn’t allow that in the first place. We are going to close down those garages, and if people are still engaged in the practice, we will arrest them,” he stated.

According to a report by myjoyonline.com on April 9, 2026, a Technical Working Committee established by the NRSA presented its final report in Accra on April 8, 2026, highlighting Toyota Voxy vehicles imported as right-hand-drive and later converted as particularly hazardous.

Committee Chairman Dr Godwin Kafui Ayetor explained that the vehicles were originally designed for private family use, not commercial transport, and that structural modifications such as suspension changes and inappropriate tyres increase the risks.

Amaliba said the NRSA will formally notified Customs, the Ghana Standards Authority, the DVLA, and the Police MTTD, using the committee’s report to enforce compliance.

The Authority also plans to meet transport operators in coming weeks as part of a nationwide effort to sanitise the vehicle conversion ecosystem.
