Ghana, Japan, UNDP, WHO launch three development projects in Accra

The Government of Ghana, in partnership with the Government of Japan, the United Nations Development Programme (UNDP) and the World Health Organisation (WHO), on Wednesday, April 15, 2026, launched three development projects in Accra.

The three projects are ‘Towards Achieving Humanitarian-Development-Peace (HDP) Nexus in Bawku’, ‘Accelerating Public Sector Digital Transformation through Capacity Building’ and ‘Harnessing Artificial Intelligence to Improve Health Outcomes in Ghana While Addressing Its Potential Risks Undermining Human Security’.

These projects, which were designed by the UNDP and are being implemented under the 2025 Japan Supplementary Budget Projects, are aimed at advancing peacebuilding, digital transformation and health innovation.

Together, they would see an initial investment of about $1.5 million from the Government and people of Japan in Ghana.

Speaking at the launch, Ambassador of Ghana to Japan, Hiroshi Yoshimoto, said that at the heart of these three initiatives is “human security”, a principle his government is happy to support.

He added that the implementation of the three projects is also in line with the Sustainable Development Goals (SDGs) of the United Nations (UN).

“While all three projects address different sectors - peacebuilding, health innovation and digital transformation - they are united by a common principle - human security. This principle, which has long guided Japan Development Cooperation, places people at the centre of all efforts and emphasises both freedom from fear and freedom from want.

“The 2030 Agenda for Sustainable Development of the UN reminds us of our shared responsibility to ensure that no one is left behind. Achieving this goal requires strong partnerships and coordinated action. The collaboration between Ghana, Japan, UNDP and all stakeholders on these three projects we are launching today demonstrates how collective effort and shared commitment can translate into a meaningful and lasting impact,” he added.

The ambassador expressed his gratitude to the UNDP and other stakeholders and reiterated his country's commitment to deepening the partnership and working together to co-create solutions for a peaceful, innovative and inclusive future.

For his part, the Resident Representative of the UNDP in Ghana, Niloy Banerjee, indicated that the launch of the project had come at an opportune time, given the current challenges in the world, saying, “At this time of very depressing world news, this shows there is still a fundamental belief in humanity.”

He also commended the Government of Japan for its continuous support for the UNDP not only in Ghana but across the world.

“I’d like to spend this one minute to pay tribute to the Government of Japan for the tremendous support it gives UNDP globally, also in the way that it enables the UNDP mandate here in Ghana, which is to serve the mandate of the people of Ghana and the government in a way that gets to the last mile, in a way that is top of the line in technology and state of the art, and in a way that it touches communities and people in a way that's close to their heart,” he said.

Heads and representatives of the beneficiary ministries and agencies, including the Minister of Foreign Affairs, Samuel Okudzeto Ablakwa; the Minister of Communications, Digital Technology and Innovations of Ghana, Samuel Nartey George; and the Minister of Health, Kwabena Mintah Akandoh, all commended the UNDP and the Japanese government for their collaboration in the initiatives, which they pointed out would lead to impactful outcomes in their sectors.

Also present at the event were the World Health Organisation (WHO) Ghana Country Representative, Dr Fiona Braka; UN Resident Coordinator, Zia Choudhury; and National Security Minister, Prosper Bani, who all praised the implementation of the projects.
