‘Dennis Miracles sacked us’ – IMCC Executive Secretary alleges

The Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralization (IMCC), Dr Dominic Gameli Hoedoafia, has disclosed that he and four other staff members were dismissed from the Secretariat in 2023 under the previous administration.

Speaking about his experience on Citi TV on June 2, 2026, Hoedoafia said he had served as Executive Secretary of the IMCC since 2012 before being removed from office following what he described as "interesting political gymnastics."

According to him, the dismissal was carried out by Dennis Miracles Aboagye, who at the time informed them that the Secretariat did not have enough funds to keep them on its payroll.

“I'm the Executive Secretary to the IMCC since 2012 but then along the line, I think in 2023 or so, there was some interesting political gymnastics that got me out of the place. Yes [they removed me]. So initially, it was just our friend Dennis Miracles. He sacked me and he said he didn't have money to pay us; so, we had to go home. There (was no compensation, we went with) nothing on one month's notice,” he said.

Hoedoafia explained that five affected staff members, including three senior officials, challenged the decision in court.

“But then along the line, we had to take it up legally. There were about five of us. There were three very senior people. So, we had to take it up legally and because of it, we were then transferred to the civil service,” he stated.

He said the legal action eventually led to their transfer into the Civil Service, with him being posted to the Ministry of Lands and Natural Resources.

“So, I ended up at the Ministry of Lands and Natural Resources from the IMCC. I was home for quite a bit, almost a year,” he added.

Hoedoafia further argued that the explanation given for their removal suggested a redundancy exercise, although no redundancy process was followed.

“The letter was seeking to dismiss. I mean it was more like redundancy but without the redundancy because obviously, if you say to me ‘oh, we don't have money to pay you, we are looking to downsize’, then it means it should be redundancy if you use that aspect of it but he didn't. He didn't do that,” he indicated.

It will be recalled that Dennis Aboagye was appointed as the Executive Secretary of the Inter-Ministerial Coordinating Committee (IMCC) on Decentralisation in 2022 by the then President Nana Addo Dankwa Akufo-Addo.

He was responsible for the effective implementation of the decisions of the IMCC on Decentralisation, which is chaired by the President.

He was also responsible for exercising the day-to-day administrative and management responsibilities of the IMCC Secretariat.
