The Minister of State in charge of Government Communications, Felix Kwakye Ofosu, has explained the rationale for recent government action against Baba Jamal, following allegations of vote-buying during the Ayawaso East Constituency primaries of the National Democratic Congress (NDC).
Speaking on Asempa FM on February 9, 2026, the minister stated that the decision to recall Jamal as Ghana’s High Commissioner to Nigeria was taken after allegations surfaced suggesting breaches of Ghana’s electoral laws, stressing that there was sufficient evidence to warrant the decisive action.

He noted that what authorities observed created a reasonable basis to demand accountability, even as investigations continue.
“... The government took the decision in response to allegations of vote buying that breached electoral laws. There is sufficient basis in the evidence of what we saw to demand a certain kind of action,” he said.
However, Kwakye Ofosu was quick to emphasise the importance of due process, stating that Baba Jamal must be treated in line with the principles of natural justice.
He explained that guilt cannot be assumed without a fair hearing, which is why both the NDC and the Office of the Special Prosecutor (OSP) are currently examining the matter.
“As to whether he is guilty of the offense or not, it is only fair that he complies with the demand of natural justice and be given a hearing,” he stated.
He further indicated that any decision regarding Jamal’s reinstatement rests solely with the President.
Kwakye Ofosu clarified that if Jamal is eventually cleared of wrongdoing, he would be exonerated and allowed to continue without restrictions.
“As to what happens next, it lies solely on the president if he is willing to reinstate him or not, but the point is that if he is cleared of any wrongdoing, he will walk a free man,” he assured.
President John Dramani Mahama, on February 7, 2026, ordered the immediate recall of Baba Jamal following allegations of voter inducement during the NDC parliamentary primaries in the Ayawaso East Constituency, which he won.

A statement issued by the Presidency Communications Unit explained that while allegations were raised against several candidates, Baba Jamal’s case stood out because he was the only serving public officer who contested in the primaries.
