With Kieron Dyer injured again and Freddie Ljungberg off the payroll, the Hammers board are ready to sanction a move for the midfielder.
Former Juventus star Appiah, 27, is now with Fenerbahce but the Turks are ready to cash in.
Appiah was kept out of this year's African Cup of Nations by a blood clot on the knee and would have to undergo a stringent medical before any move to Upton Park.
Spurs were reported to be monitoring Appiah's situation but could lose out to their London rivals.
