GHC42m Judgement Debt, How Did We Come This Far?

How Did We Come This Far????



The National Democratic Congress in Ashanti is astonished by the panic and ill-advised press conference hastily organized by the minority in Parliament.

The NPP in Parliament has chastised the NDC and zeroed down to the Hon. Education Minister, Mrs. Betty Mould-Iddrisu for the payment of debt accrued by the Republic of Ghana on a judgment by a competent court of Ghana.

The NPP is familiar with a certain law in the Criminal Code and is quick to pronounce judgment with reference to it when they think it is related to NDC. The law on ‘Willfully Causing Financial Loss to the Sate’ has been the hide-out of the NPP when they want to vilify and falsely accuse their opponents.

The multi-million question that is begging for reasonable answer from our authorities is ‘HOW DID WE COME THIS FAR?’



We believe that when this question is properly answered, Ghanaians would know whether there has been a financial loss to the State and who caused it.

Ghanaians have already been told by the main opposition Presidential candidate his party will “win the next election at all cost.” And as evidenced by the Minority Leader in Parliament, the NPP keeps showing the nation it offer nothing except desperation to win power.



Members of the NPP are sowing seeds of misinformation among the electorates to prepare the ground for attacking the ruling National Democratic Congress during election 2012. NPP leading figures and their hangers-on are saying anything, as long as it means getting them elected.



Leaders of the NPP are so desperate it shows in their every move, every utterance, and this is just the beginning. They are shifting the post from the fact that the better Ghana agenda is on course and government is successfully fixing the broken nation they left behind; they are shifting the post from discussions on good governance where we must turn to the law courts and not the court of public opinion for verdicts on issues of law; they are running away from any discussion on the superior economic management by the Mills administration and the unparalleled improvement in infrastructure.

The facts as it has been established are that the Government of Ghana entered into a Contract on 26th April 2006 on two separate but similar agreements with Waterville Holdings for the rehabilitation of the Accra, El Wak and Kumasi Sports Stadia for the MTN Africa Cup of Nations (Ghana 2008) football tournament.



Waterville was the main contractor in both agreements with Micheletti and Consar acting as sub-contractors for Waterville.



However, contrary to procurement procedures and prior to the formal award of the contract to Waterville, the NPP administration on February 6, 2006 handed over the sites to Waterville. Waterville immediately commenced works involving demolition, excavation and clearing of the project sites.



On 1st August 2006, however, contrary to memorandum sent to cabinet by Hon. Yaw Osafo Marfo (then Minister in-charge of Sports) advising against the illegal abrogation of the contract, the NPP administration terminated the agreements with Waterville and re-awarded them to the sub-contractors. At the time of the termination, Waterville had mobilized for work in all three stadia. Government then requested the consultants to the projects, Building Industry Consultants (BIC) Limited to value the work done by Waterville before the termination.

The above facts clearly explains how we have come this far; the NPP by the abrogation of the Contract put Ghana into an expected loss!



There have been several high profile contracts which were abrogated by the NPP in their 8year regime and it all came with huge costs which the NPP settled when in power.



A typical example is the abrogation of the Contract between the Ghana Telecom (now Vodafone Ghana) and the Malaysian Telecommunication Company when the NPP assumed the reign of Power. This betrayal of Contract cost Ghana huge sums of money because the Malaysians dragged the Republic of Ghana to the International court of Justice. The court awarded huge cost to the Malaysians and this was paid by Nana Addo Danquah Akufo Addo as the Minister of justice.



REASONS FOR BLAMING BETTY MOULD IDDRISU BY THE NPP



The NDC is winning election 2012 from the Ashanti Region and this spells the main reason for the unwarranted attacks on the former Minister of Justice and current Minister of Education.



Hon. Betty Mould-Iddrisu is currently the shine of the NDC in the Region. Her contribution to the region is immeasurable and has in recent times caused panic in the ranks of the NPP. Her activities in the region have generated a lot of excitement amongst the people of Ashanti. She is such an inspirer to women’s participation in the leadership and the governing process of Ghana.

Ashanti Region has witnessed an unprecedented infrastructural development in the educational sector under the leadership of Hon. Betty Mould-Iddrisu. We have seen more school blocks in our second-cycle institutions and the elimination of several schools under trees to the extent that the Minority leader in parliament and MP for Suame constituency, Hon. Osei Kyei Mensah-Bonsu inaugurated 6 different school blocks in the Suame Constituency recently.



Whatever machinations and diabolic operations of the NPP would be against the Hon. Betty Mould, the region will look up to her and vote massively for President Mills come 2012.
