Ghana Police -A Big Joke?

I have a problem with the Ghana police.
When you report a case about you being robbed or attacked, you would be asked to go and bring the person. I can't defend myself that's why I go to the police and there is this law which also states thieves are not to be touched when booked.
How do we cope with this incompetent with authority?
Would you have to bribe your way in for justice to prevail?
This is why most Ghanaians take maters in thier own hands.
Is our country safe for tourist and the helpless?
