Petition: Suspend transfer of Sissala East's acting district director

Petition: Suspend the transfer of Sissala East Acting District Director of Youth Employment Agency (YEA)

To: Upper West Regional Director of YEA, Wa

The entire Youth leadership of Sissala East District of the Upper West Region empathetically wish to petition the Regional Youth Employment Agency to suspend indefinitely the transfer of the acting director of the above-mentioned district. We have learnt with extreme bitterness your decision to transfer the Acting Director from our District to Jirapa District. A letter from your office dated February 18, 2016, to effect the transfer is our credible source of information.

A lot of anxiety is building up among us the youth because of your action which is laded with suspicions and irregularities. The first point that makes the transfer suspicious is that Mr Suarah Musah Eliasu Bukuri was appointed in January 2016 and he assumed post on 1 February contained in a letter with reference number’’YEA/HQ/POS/16’’. Thus, it remains unclear why is he to be transferred just two weeks on assuming post. If the Regional Office considers it prime to fill the vacant office at Jirapa, then he should have been posted there in the first instance. And if the Regional Office is ill-informed about why the National Office posted him to the Sissala East, we (the youth) are prepared to feed you with the details.
The second reason that necessitates and justifies our unrelenting bitterness is the mode of operations of the Youth Employment Agency. Usually, persons who are natives of the districts are better appointed as directors. We are lucky to have a qualified, competent and well-respected young man from our district appointed to fill the vacancy. It then sounds extremely weird to transfer our director to new place in which case our district will have a vacancy to be filled. Therefore, we resist the transfer with the greatest possible strength God gave us and are prepared to defend our resistance within the confines of the law.

The third reason for our bitterness is the open vacancy you are about to create in the district. The Operations’ Manager Mr. Batong Alhassan Huaru who is reportedly going to be the acting director in the most unlikely event that Mr Musah departs is absolutely unprepared for the job. Reportedly, Batong Alhassan Huaru is purported to have being pursuing a full-time degree course at University College of Management studies (UCOMS), Accra; with us is a copy of a letter he allegedly wrote to the District Assembly dated 8th January 2016, seeking for financial support to enable him pay his level three hundred(level 300)school fees. We therefore have two challenges with his qualifications for the job. One is that the office he is to occupy is a full-time employment. It sounds rather ridiculous how a full-time undergraduate student will assume a full-time office job. Second and more importantly, all district directors of most state departments with YEA inclusive must be degree holders on assuming office. By this national requirement, the Operations Manager is unqualified for the office. Therefore, imposing him on us will seemingly suggest that the district lacks qualified persons for that job. And we reject such a negative impression outright.

By this petition, we appeal to the Regional Office to reverse the transfer as quickly as it could to normalize actions within the district. A good reminder is that the Government is certainly uninterested in any disturbances during this electioneering year. Sissala East resists being in the news for wrong reasons because your outfit acted without due considerations. We count on your cooperation and are hoping to hearing from you soon.
