Good move but do the Government organisations have the capacity to evaluate the revenue generating potential of projects to support loan repayments? Or is that going to result in an influx of consultants at high cost? How about the social components of projects such as hospitals, rail etc that will not allow for market rates to be charged until a future date? Who caters for this? Sovereign Guarantees have been misused in the past and need to be controlled.
