Former ECG MD Samuel Dubik Mahama’s Letter on ECG Containers Resurfaces Amid Allegations

A letter dated March 2, 2023, from former Managing Director of the Electricity Company of Ghana (ECG), Samuel Dubik Mahama, has resurfaced, revealing his appeal to the Ghana Revenue Authority (GRA) to suspend the auctioning of ECG and Power Distribution Services (PDS) consigned containers at Tema Port.

Addressed to the Commissioner-General of the GRA, Mahama’s letter requested an extension for clearance, citing ongoing legal disputes and negotiations with PDS following the termination of ECG’s agreement with PDS in October 2019.

He acknowledged that several containers had remained uncleared, with uncertainty surrounding whether PDS had requested an extension for their clearance.

While recognizing the GRA’s authority to auction the overstayed cargo, Mahama cautioned that such action could undermine ECG and the government’s legal standing in ongoing disputes with PDS.

The letter has resurfaced as Mahama faces allegations of awarding contracts without competitive bidding, contributing to a GHS 7.3 billion budget overrun in 2023. Investigations have also uncovered that 1,346 ECG containers valued at $489 million were either missing or fraudulently cleared, deepening concerns about financial mismanagement and unresolved consignments.
