Retired Commissioner of Police, Fatai A. Owoseni, has been confirmed as a keynote speaker and special recognition award recipient at the upcoming PAGMACA 2026 Conference in Abuja, Nigeria.

The announcement was made by organisers, The Papyrus Global, ahead of the highly anticipated conference scheduled to take place from April 29 to May 1, 2026, at The Palms Hotel in Abuja’s Central Business District.

The event is expected to attract over 40 mayors and local government executives from across Africa, alongside ministers, lawmakers, policymakers, and members of the diplomatic corps representing more than 20 countries.

As keynote speaker, CP Owoseni (Rtd) will deliver an address on the theme, “Peace, Security & Community Stability,” focusing on strategies to strengthen security frameworks and promote sustainable peace across African communities.

His selection reflects a distinguished career spanning more than three decades in law enforcement and public service. During his time with the Nigeria Police Force, he rose to the rank of Commissioner of Police and served in key states including Lagos and Benue, where he played a significant role in enhancing public safety and operational efficiency.

Beyond his national service, CP Owoseni also contributed to global peacekeeping efforts, participating in United Nations missions in Darfur and Angola. In these roles, he provided strategic advisory support on security sector reforms and transitional operations.

In recognition of his extensive contributions to security leadership and governance, he will be honoured with the Special Recognition Award for Excellence in Strategic State Security Leadership at the conference.

Currently serving as Special Adviser on Security to the Governor of Oyo State and Executive Secretary of the Oyo State Security Trust Fund, CP Owoseni continues to influence the development of innovative security strategies aimed at strengthening both state and national security systems.

He is also credited with authoring the widely recognised “Handbook on Guidelines for Police Officers Deployed on Election Duties,” which contributed to improving the conduct and credibility of Nigeria’s 2015 general elections.

Organisers noted that his participation will play a critical role in shaping discussions around security and governance, key pillars of the PAGMACA 2026 agenda.

Managing Director of The Papyrus Global, Hon. Chief Doofan Damsa-Justin, expressed appreciation for his acceptance, describing it as a significant boost to the conference’s objective of fostering impactful dialogue and practical solutions for Africa’s development.

PAGMACA 2026 is expected to serve as a major platform for collaboration, bringing together stakeholders from across sectors to address pressing governance, security, and development challenges on the continent.
