The Energy Commission, in partnership with TJ Africa, has held a Bid Evaluation Sensitisation Workshop to strengthen understanding of procurement, bid evaluation and Local Content and Local Participation requirements in Ghana’s electricity supply industry.
The workshop focused on the requirements under L.I. 2354 and how they should be considered when procurement decisions are being made.
The Executive Secretary of the Energy Commission, Ms Adwoa Serwaa Bondzie, said procurement decisions in the electricity supply industry go beyond the delivery of infrastructure.
According to her, such decisions can affect value for money, job creation and the growth of Ghanaian businesses.
She stressed the need for local content requirements to be included in procurement processes from the beginning, rather than being considered only after key decisions have already been made.
Participants were also taken through tender requirements, legal considerations and key pre-bid requirements under L.I. 2354.
The Commission’s Procurement, Legal Services and Local Content teams led sessions on the various requirements.
For Ghanaian businesses, effective implementation of local content requirements can create opportunities to participate in the electricity supply industry and benefit from procurement activities.
The workshop forms part of the Energy Commission’s efforts to strengthen compliance with L.I. 2354 and promote meaningful participation of Ghanaian businesses in the electricity supply industry.
The broader question is how these requirements will continue to translate into practical opportunities for Ghanaian businesses, jobs and local value creation as procurement activities in the electricity sector expand.
