Parliamentary Committee Scrutinizes GHS 150,000.00 Refund to Common Fund on Thursday, 18th September, 2025.


The District Chief Executive (DCE) of Central Tongu, Hon. Addisson Dodzi Mornyuie and his Management, recently appeared before the Parliamentary Committee on Local Government and Rural Development to address concerns over an unplanned expenditure of GHS 150,000.00. The funds were allegedly refunded to the District Assembly's Common Fund from the District Assembly's Internally Generated Fund (IGF).

According to Hon. Bless Kojo Katamani, a prominent voice on local government matters, such unbudgeted expenditures constitute a clear infraction. "The District Assembly Common Fund has very detailed information on which amount should be applied to which expenditure line and has no room for any such unplanned expenditures," he noted in a recent appearance on GBC Volta Star's "Politely Political" with Tony Mark-Boye.

Katamani further explained that if the administrative expenditure was budgeted for by the District Assembly's Internally Generated Fund, then it would have been a straightforward transaction. "It would simply have been more expedient to spend the District Assembly Common Fund prudently and as budgeted. Such a refund would not have been necessary if funds were applied appropriately," he added.



During the parliamentary committee session, which was streamed live on the Parliament of Ghana website, Mornyuie and the District Finance Officer attempted to justify the expenditure. However, the committee raised questions about the nature of the expenditure and the justification for the refund. Mornyuie later clarified on the same show that the expenditure was made under the previous administration.

The committee's investigation is ongoing, and the outcome is expected to provide clarity on the matter. The scrutiny highlights the importance of transparency and accountability in local government administration, particularly in the management of public funds.
