In an effort to generate a blueprint for Cape Coast development, the Omanhen of Oguaa Traditional Area, Osabarima Dr. Kwesi Atta, has charged stakeholders selected to prepare the Medium-Term Development Plan to ensure that the plan is not only prepared but also implemented, and that its implementation is not tied to political transitions in Ghana.
Nana Kwesi Atta made these remarks on June 16, 2025, at the Pempamsie Hotel in Cape Coast, as the special guest of honour at the Cape Coast Metropolitan Assembly's Preparation of the Medium-Term Development Plan High-Level Stakeholder Engagement, where he urged participants to exert their utmost efforts in the best interests of Cape Coast, challenging them to ensure full compliance with the plan upon completion.
"I do not want this plan to be affiliated with political parties, thereby impacting its implementation. The plan must be adhered to on a yearly basis for the benefit of all stakeholders and must not be discontinued due to a change in regime. This would result in a waste of time and resources for everyone involved", stressed the Omanhen.

Osabarima Kwesi Atta, despite his enthusiasm for the development of the plan, inquired about the assembly's strategy for securing resources to implement the plan upon completion.

The Cape Coast Metropolitan Chief Executive Officer, Hon. George Justice Arthur, conveyed his enthusiasm in his opening remarks regarding the stakeholder engagement on the development plan. He disclosed that upon his confirmation by the Assembly Members, he met with them and shared his vision that Cape Coast would have a development plan for the first time in its history.
"For the first time, Cape would have a development plan to guide its progress, and this would be part of my 120-day activities. This would be the first time such a thing would happen in our history", he revealed.
In outlining the future prospects for the assembly, he underscored the anticipation of exciting times ahead and solicited support, observing that Cape Coast would initiate unprecedented development to rival other metropolitan areas nationwide.
The MCE took the opportunity to wish the two MPs within the Metropolis God's blessings, thanking them for sponsoring the processes of obtaining the development blueprint for Cape Coast. "This is a testament of goodwill towards the development of Cape Coast and the revitalization of the metropolis. This is in line with the president's reset agenda" he stated.
In welcoming participants to the programme, the Presiding Member of the Cape Coast Metropolitan Assembly, Hon. Godfred Abraham, emphasized that the gathering, marking the inception of the Cape Coast Metropolitan Assembly's 8-Year Development Plan, embodies a bold vision and a shared commitment to transforming Cape Coast into a thriving, inclusive, and resilient city.
Hon. Abraham underscored the merits of the development blueprint, which ought to be rooted in the values of participation, accountability, and sustainability, reflecting the voices, hopes, and aspirations of the people—from fishermen and market women to entrepreneurs, youth, traditional authorities, and the elites.
The Presiding Member expressed his delight regarding the prospect of establishing a development plan to guide the assembly for the next 10 years. "Over the next decade, this plan should inform our efforts in enhancing infrastructure, education, health, sanitation, tourism, local economic development, environmental management, and the aesthetic appeal of the city," he emphasized.
Furthermore, he shared the plan should position Cape Coast not only as a historic city of heritage but also as a modern hub of opportunity and innovation.
Expressing his sentiments regarding the gathering, the PM stated that he was particularly proud of the collaborative spirit that would inform the development of the plan for the assembly, urging all present to work collectively, across departments, political lines, and communities, to bring the objectives of this plan to fruition, irrespective of the governing political party.
Dr. Jonathan Asante Otchere, Senior Lecturer and Political Analyst at the University of Cape Coast, shared his insights on the development plan, recommending that CCMA commence profiling tourists to gain a deeper understanding of visitors to the city and leverage their expertise in financing metropolitan assembly projects.
"Let's profile tourists. It would help us know who exactly visits and those who are well-to-do could be approached for our infrastructure development and have facilities named after them", he suggested.
The chairman of the occasion and Member of Parliament for Cape Coast North Constituency, Dr. Kwamena Minta Nyarku, affectionately referred to as Ragga, urged the assembly to work with the development plan to elevate Cape Coast to new heights. He expressed gratitude to all participants for dedicating their time and expertise to enhance the city's future prospects.
Other important personalities who shared their views and expertise were Chief Binney, Senior High Schools Heads and various institutional heads were present.
