The Minerals Commission has presented findings that led to the Minister for Lands and Natural Resources, Hon. Emmanuel Armah-Kofi Buah, upholding the revocation of the Akango, Salman and Nkroful mining leases of Adamus Resources Limited.
The Commission’s report to the Minister cited the unauthorized assignment of mineral rights to foreign nationals, mining outside permitted areas, and multiple financial and regulatory breaches as reasons for the decision.
The Minister's final determination follows the submission of the final report by the Inter-Ministerial Committee tasked with reviewing the company's petition against the initial decision.
The review process was initiated after the Minister, acting on the recommendation of the Minerals Commission, revoked the three leases on Sunday, April 26, 2026.
Addressing the media during a working visit to the mine, the Chief Executive Officer of the Minerals Commission, Mr. Isaac Tandoh, said: "The Commission’s investigations established that Adamus Resources subleased portions of its concessions to foreign nationals without prior written approval of the Minister, contrary to Section 14(1) of Act 703. This, coupled with other violations, formed the basis for our recommendation for revocation."
The Commission further established that Adamus was mining outside demarcated and permitted areas without an approved Operating Permit from the Chief Inspector of Mines, in contravention of Regulations 200(1)(b) and 200(1)(d) of L.I. 2176.
It also found that Adamus had failed to obtain requisite environmental and forestry approvals from the Environmental Protection Authority, failed to cooperate with the Interim Management Committee, and provided misleading data.
Additional defaults uncovered include US$2.56 million in unpaid mineral rights fees, GHS 86.8 million in unpaid royalties, GHS 290.5 million in tax arrears, and unexplained variances in gold exports. The company also transferred US$224 million to related parties abroad between 2020 and 2024.
Mr. Buah announced the decision to uphold the revocation on *Monday, August 10, 2026* at Salman in the Ellembelle District and directed the Minerals Commission to assume administrative oversight to ensure continuity of operations.
