President John Dramani Mahama has called for stronger accountability, improved performance and greater value for money across Ghana’s State-Owned Enterprises (SOEs).
The President made the call at the SIGA Governing Boards and CEOs Conference, where he urged members of governing boards and Chief Executive Officers (CEOs) to maintain a clear distinction between governance and executive management.
President Mahama stressed that Board Chairpersons must not assume full-time executive roles within the institutions they are mandated to oversee.
According to him, maintaining a clear separation between the responsibilities of governing boards and management is essential to ensuring effective oversight, accountability and sound corporate governance within state-owned enterprises.
He said governing boards must focus on providing strategic direction, oversight and accountability, while CEOs and executive management should be responsible for the day-to-day administration and implementation of the entities’ programmes and policies.
President Mahama further explained that the Government’s approach to remuneration within the public sector and SOEs goes beyond simply controlling salaries.
He said the objective is to create appropriate incentives that encourage performance, strengthen accountability and ensure that public resources are used efficiently.
The President emphasised the need for a system that links remuneration and performance while ensuring that state-owned enterprises deliver tangible value to the Ghanaian taxpayer.
He urged Governing Boards and CEOs to embrace a culture of responsibility and results, stressing that SOEs must operate in a manner that reflects their responsibility to the state and the public.
The President’s remarks form part of ongoing efforts to improve the governance, efficiency and financial performance of Ghana’s State-Owned Enterprises.
