Whether it is true that the Government has unconstitutionally and illegally diverted funds from the District Assemblies’ Common Fund (DACF), the Ghana Educational TRUST Fund (GETFund), the National Health Insurance Levy (NHIL) and the Road Fund in order to fund the ill-conceived and ill-implemented National Youth Employment Programme (NYEP)
