Whether it is true that President Kufuor paid out ¢10 billion (¢1 billion per region) out of the Castle kickback monies revealed by NPP Chairman Haruna Esseku to NPP foot soldiers in the regions in order to stave off a series of demonstrations they had planned to embarrass the NPP Government during the AU Summit?
