The president will be appointed...for two years...without any power..."
WE SAY: Haba!
Why must we stop at just 10 regions?

And when one or four regions decide they do not want to join after all, what can our Clifford Owusu-Gyamfi say or do!
And when, even in less complicated fashion, 2 Regions decide to form their own country (say Accra/Tema and Western Region, what will our Clifford Owusu-Gyamfi say or do for one or more?
Well, well, well!
Will our Clifford Owusu-Gyamfi ensure every one of his Regions are enabled to start with as much public facilities and resources as the most endowed has at that point, when he begins his scheme?
Or must they take their "poor asses" away into their new domains?
If not, why not!
Will Accra/Tema, like Washington DC, not have "Senators" in the Clifford Owusu-Gyamfi scheme of the "new" Parliament, without power?

ITEM: We submit that the Nkrumah CPP "general assembly" capably managed Ghana's "...natural resources, taxes, police force, educational system, etc...". That is, until the overthrow by "rascal civilians" and delusional, power-hungry, and seditious "bonafide members" of the Ghana military who were funded and equipped by foreign powers.
In short, Mr. Clifford Owusu-Gyamfi, please learn and know your Ghanaian/African history while you are in "sunny" Lausanne, Switzerland.
And while you do that, go to Swiss Central Banks and demand to know exactly how much of Ghanas'/Africa's financial resources were stolen and banked in Swiss Banks "...since Nkrumah’s time...", and by whom.
After that, ask yourself if your new scheme of government will escape just that one solitary aspect of plunder now supporting Switzerland, and other sunny Western economies, including France!

We cannot afford a Ghana BALKANIZED along tribal and religious lines(checkout Nigeria which you've mentioned) as the Mate Meho crowd(NLM/UP)wanted - but which Nkrumah in his WISDOM and FORESIGHT squashed. Remember Santayana's quote?,"Those who do not remember the past are condemned to repeat it. "
Of course,the powers of the presidency need to be curtailed and more powers granted to parliament and especially localities,for the selection of their leaders and levying of taxes.
In all,the advantages of a UNITARY system far outweigh those of FEDERALISM.

On the question of English, I do not think Singapore and Hong Kong have performed badly in choosing English as the medium of instruction in their schools.In the recent OECD report, I did not see Kenya and Tanzania out performing Botswana because they use Swahili.

Let us not create more local or national layers of government officials to suck up wages and salaries from tax payer funds we need desperately. There are no layering, micromanagement or decentralization that is going to stop the slide into tribal anarchy the UP/UGCC/matemeho people brought us until we accept the folly of unparalleled proportion the NPP and parent party gave us. After all is it not true from all practices that the road to recovery starts with accepting and acknowledgement one has a problem?
What will any government by representatives do for Ghana if we have citizens who still carry with them the slave-era burden of accepting all things white to be superior to locals or the willingness and open to all foreign ideas but not that of local perspective? The fact that Ghanaians accept without questions presumed democratic governance without understanding and failure to know there are no absolutes but relative systems pushed us into a 1966 coup for which we have failed to achieve the democratic utopia promised. Kwame Nkrumah was smart to have known that perhaps a blend of good socialist ideas with the best democracy has to offer is what Ghana needed only to run afoul with people who have slave-era chains on the brains. The proof of what I'm saying could not be any factual than the most recent white elephant of the decentralized urban and rural planning and development scheme Ghana chose instead of the centralized system. In the end the only certainty is additional bureaucratic offices at the district and regional levels with the national government still funding every district or regional development projects. Calling it decentralized did not change a thing. In the end many dumb Ghanaians religiously pay their property taxes and other taxes to foreign nations where the maintain property and family but fail to pay their fair share of taxes to Ghana's government even while expecting all things free or subsidized by government. The best government for Ghana and arrogant Ghanaians who live comfortably on the outside but want to dictate to those here in Ghana how to live and governed is to have a strong Ghanaian who has lived what it is people want to lie about. Democracy is not freedom for all as was sold, communism or socialism does not ensure equitable distribution of national resources, autocratic governments do not have a superior God or Allah and totalitarian governments do not have monopoly on dictatorship. It takes a nation of people with foresight, dreams and wisdom with a little respect for a higher power to create a community fit and desiring to all and not a few. For what it's worth, Ghana needs selfless and principled people; can we count on anyone?
