This government has the benefit of learning from previous governments mistakes and using that knowledge this government made a statement to parliament and the people that it would not manage dumsor but fix it.
Don't make those types of promises if your only intent is to blame previous governments when presented with the challenge of actually doing what you say you're going to do.
This government was more focused on making everyone feel good rather than truly understanding the actual challenge of dumsor.
