As you observed, the problem of ghost workers extend to the very top, some of whom share the loot. I recollect how my dad was shunted from the Accounts Dept to become the Personnel Manager in one state outfit in the 1970s because he was causing too much trouble with his strict "My father did not born me a thief" world view, only for him to discover the source of the over-bloated payroll! Well, he went to work with a big scissors cutting names out which alarmed the powers-that-be that he was promptly recalled to the Accounts Dept.
A pity I was the one responsible for burning a lot of our father's correspondences, after reading them, of course; otherwise I'd have written a mind blowing biography about him, from before indep., through the CPP years to the 1970s.
We have thieves and thiefettes ruling and managing Ghana. Period!

There have not been any serious attempts by any past government to solve the issues of ghost employees because each failed to link deficit spending with mismanagement. Take NYEP now called GYEEDA for example. I was privy to know someone who introduced the concept of electronic badge/ID card that would also serve as a time card swipe for employee attendance records some 2 years ago but NYEP leaders chose a meaningless ID badge system from political cronies living in the UK. In the meantime people on government payroll do not show up for work or the employee listings are dotted with ghost employees. The government of Ghana through its various ministries and us all will fail to solve the problems of the nation unless we become a nation of forward looking people with wisdom, ideas and ideals.

In fact, this issue of "Ghost names on pay roll" is a criminal enterprise protected by multiple of Government departments in both the civil and public sectors. How difficult is it to do a headcount to tackle this without the computerisation of the country's payroll?

What's actually funny and questionable is that if you visit any private company and ask for their payroll I bet you that you will not find any "ghost name" on that company's payroll. So, how come this is something "normal" in the public sector and it has been like for ages. Like I say always, there are no leaders in Ghana period, be it sector minister, a head teacher, departmental head of any public institution.

I read articles like this and all I can do is shake my head. How can we be dealing with this problem when it should not be a problem at all in the first place. These acts of institutional/public sector corruption continue because entrenched interest don't just want to chnage the way we run our institutions and the payment systems. Second, no one suffers any consequences for such acts as Kofi was calling for. We have all these state agencies, like the ECOCO or whatever they call it, the BNI and others but no one, I mean no gets held accountable. These state agencies get intertwined with the political system instead of being independent to pursue whoever commits a crime without being accused of a political witch-hunt. We are really in deep trouble, countrymen. This nonsense of making everything NPP and NDC is not helping us.
If even a few of Kofi's suggestions are implemented our situation will be different.

Shoots, the culpits involved in these scams I'm 90% sure are the bosses themselves, that's why they are not taking any action to rectify the problem. The slogan is, " everybody chop chop so why should I forgo mine? Master na chop, so boy gonna chop too. You talk, I talk. So way thing you go do? " This is what the President should be stopping instead of cutting their pay checks. This is a gold mine for the state to dip into.

My brother, reading such reports from Ghana makes me sad. I do remember the rot at K'Bu from the PNDC days when I inaugurated the Workers Defence Committee with the late Captain Courage Quarshiega. Those days, we acted to stop the rot and those responsible were punished but this time it's free all.
A friend of mine in Belgium says he had to stop visiting Ghanaweb because the reports on Ghana are health risks as they could give him high blood pressure. I think he is absolutely right. I was mad when I read the Graphic report because of the lack of action to at least, to stop the rot even if they are not interested in finding out who are responsible.
