Can the Minister of Transport propose the creation

In the Transport Sector, the British constructed the Railways but left out the Aviation and Maritime. The reason is that they wanted to maintain International Trade to themselves.Kwame
Nkrumah took upon himself to fill the Trade deficit,Infrastructure deficit and Social balance.Strategically,Kwame Nkrumah built the Akosombo Dam to supply the Energy sector. The Akosombo was a cost effective project because it's a HYDROELECTRIC,it's far more cheaper than the British's Diesel Generating Plant used in only few towns in the Gold Coast for power.Besides, the Dam provided grounds for rapid Industralisation. We got Valco,Tema Port and the Township from Akosombo Project. The Black Star Line came in to fill the Maritime Transport Deficit where we can play a role in International Business. The Ghana Airways also played a role for Ghana in International Aviation.Today, what role do we play in International Transport Business?Obviously nothing, and I am afraid we are not going to get there anytime soon if history is something to go by.I sincerely think we are demanding too much because we don't understand the implications. The govt of Ghana must define its Strategy in Politics,Economics,Commerce and International Relation before any of such ventures.Thank you.
