Proposal of 'CFA Stepwise Approach' to Presidency to end high-tech galamsey in Ghana

Your Excellency,

On behalf of the Climate Frontier Advocacy (CFA), I extend our warmest greetings to your esteemed office and congratulate you on your renewed mandate to lead our beloved nation. We recognize and commend your longstanding dedication to national development and environmental stewardship.

We are writing to express our deep concern regarding the persistent and escalating threat posed by High-Tech illegal mining/Galamsey (HTG). While commendable efforts have been made over the years, recent developments suggest that the phenomenon has evolved into a sophisticated and organized criminal enterprise. It now poses a direct threat to national security, public health, and the long-term ecological integrity of Ghana.

Your Excellency, given the gravity and complexity of the current HTG crisis, conventional approaches are no longer sufficient. Bold, decisive, and unrelenting leadership is needed, leadership we believe you are well-positioned to provide.

Before the 2024 elections, I personally and publicly put my last penny on your leadership as the only viable option to confront this existential threat. Many in the environmental and civic space shared this belief, not just out of political expediency, but from the conviction that you understand what is at stake: our rivers, our forests, and our collective future.

With this in mind, CFA respectfully proposes a six-point ‘CFA Stepwise Approach’, designed to provide a clear, practical, and coordinated pathway toward eliminating HTG:

✅ The CFA Stepwise Approach (Estimated Success Potential: 85%)

1. Immediate Declaration of a State of Emergency Designate galamsey-prone regions as national emergency zones to halt further destruction and regain state control.

2. Repeal of L.I. 2462 Review and revoke the legislative instrument which, though well-intended, has inadvertently enabled widespread abuse and unregulated mining.

3. Temporary National Moratorium on All HTG Activities Impose a time-bound nationwide pause to reassess and reorganize the small-scale mining sector.

4. Establishment of a Permanent Tripartite Task Force Form a well-resourced and independent unit comprising Police, Military, and Trained Civilian Monitors to enforce anti-galamsey measures transparently and accountably.

5. Convene National Dialogue on Responsible Mining Bring together traditional leaders, technocrats, miners, civil society, and political actors, similar to previous dialogues on education and the economy, to chart a sustainable and inclusive path.

6. Demonstrate Unshakable Political Will There must be a visible, unwavering commitment at the highest level. No compromises. No political interference. Ghana must come first.

We understand that addressing livelihoods in mining communities is critical, but respectfully submit that this cannot be a justification for inaction while our natural heritage is being irreversibly damaged. Short-term economic justifications must not override long-term environmental survival.

CFA is a youth-led, forward-looking organization dedicated to climate advocacy and environmental justice. We are actively mobilizing young Ghanaians across regions, eager to contribute meaningfully to your government's efforts in reclaiming degraded lands, restoring watersheds, and reshaping the future of resource governance in Ghana.

We trust that this proposal will receive your kind consideration, and we stand ready to engage further or provide technical support where needed. Ghana’s future is worth fighting for, and the time to act boldly is now. Please accept our highest regard and renewed assurance of our commitment to national development through responsible environmental action.
