Is the Kumawu Traditional Council registrar very professional?

From a recent minor development, I am compelled to doubt the professionalism and integrity of the registrar at the Kumawu Traditional Council (KTC). I will by this publication educate him on a certain aspect of his duties as the registrar of the Kumawu Traditional Council.

The registrar should note that he is the face and first contact of the KTC. He, Mr B. Y. Manu, the registrar, is by his role, the first person to be contacted when anyone wants to establish contact with the KTC.

It may not be serious on anyone's part to contact all the sub-chiefs, the paramount chief, the queen and all those individuals nominated or designated to be members of the KTC one by one, when the person wants to communicate with the KTC as one body. Therefore, the registrar, but not the paramount chief or any sub-chief, is the one to be contacted officially.

Why this publication, one may query? I was sold a parcel of 200-acre farmland situated in Nkwadum/Woraponso in the Ashanti region by the Kumawu Traditional Council in about the year 2000. All the necessary documentations covering the sale were signed by then, but now deceased, Kumawuhene Barima Asumadu Sakyi II and certain of his nominated sub-chiefs.

No sooner had I started cultivating the land for citrus and plantain farming than some families claiming ownership to the land started destroying the demarcation pillars and later the citrus seedlings. This resulted in various criminal and civil lawsuits that took place in Konongo, Effiduase, Kumawu and Kumasi.

In a nutshell, and with regard to these court cases, those in Effiduase and Konongo were suspended while I lost those in Kumawu and Kumasi. Now, the Kumasi High Court has ruled that the land does not belong to Kumawu but Wiosohene in the Asante Akyem area.

Following this devastating Court ruling coupled with the hundreds of millions of Ghana Old Cedis I have invested in the fruitless farm project and the various court cases, for almost the past fifteen years without earning a pesewa in returns, I have decided to inform the KTC, the seller and purported owner of the land, about the High Court ruling that has served as the last straw that broke the camel's back.

Subsequently, I requested my representative in Ghana who has been entrusted with the power of attorney to serve some documents from me expressing my intentions with a copy of the High Court ruling on the KTC, Kumawu Saanahene Nana Ofori Amponsah, Kumawu Akwamuhene Nana Kwasi Bafo II and my own lawyer. Each of the mentioned persons or organisations was to be served a copy and then signs an attached document testifying that they have received their copy. The attestations of receipt are to be returned to me in London for future or further action to be taken by me.

While all the others have signed theirs upon being handed the letter/document, the registrar of the Kumawu Traditional Council has decided otherwise. Even though he has accepted the letter/document, he will have to take it, and read it, to, the "Kumawuhene" Barima Sarfo Tweneboa Kodua before deciding whether or not he will sign for it.

Here is where I think the registrar needs some education. He must understand that:

As long as he has taken it in the presence of some witnesses, and I have subsequently been informed of the situation or his reaction, whether he signs the acknowledgment note or not, the KTC have received my document/letter.
It is an official requirement that when a recorded delivery document/letter/parcel is delivered to you, you have to sign either a paper document or an electronic device, depending on the mode of proof of delivery chosen by the person, company or courier delivering the document to you.

Similarly, when a hand-delivered document/letter/parcel is taken to you and the person delivering it requires a proof of delivery for future reference in case the item goes missing without reaching its final destination, thus, the addressee, whoever receives it, either the addressee or an intermediary (Secretary, member of staff, or a relative etc.) is obliged to sign the note of attestation of receipt.
The document/letter was not addressed to "Kumawuhene" Barima Sarfo Tweneboa Kodua as a person but to the Kumawu Traditional Council of which he may be a member and the president.

If I wanted to bring the contents of the documents to his attention as one person, and a person that I fully give recognition to as Kumawu paramount chief, I would have addressed it for his attention but not to the KTC.
If I were in Ghana to deliver the document/letter myself, I would not give it to the registrar if he failed to sign for it in the first place, before deciding to take it to read to his boss, whoever he is.

The registrar should note that official documents/letters addressed to him at the Kumawu Traditional Council unless otherwise stated, are meant for the KTC but not for him or any supposed president of the KTC.

I have been made aware of a seeming preposterous comment made by someone found in the registrar's office at the time of delivering the document/letter to him on my request and on behalf.

The person had said something like, "Is he not that Rockson Adofo who is at loggerheads or has problems with Barima Sarfo Tweneboa Kodua, how does he expect him to accept the document?"

Let it be known to the person, whoever he was, the registrar and the entire members of the KTC and the Kumawuman citizens worldwide that I am not at loggerheads with Dr Yaw Sarfo, the purported Kumawuhene Barima Sarfo Tweneboa Kodua, as erroneously alleged.

It is just that I, Rockson Adofo, being conversant with Kumawu chieftaincy history, and clearly knowing the original royal families, do not recognise Dr Yaw Sarfo as the Kumawu Omanhene. I, being knowledgeable of the conventions of enstoolment as pertained in Kumawu, and seeing Asantehene and Kumawuhemaa Nana Abenaa Serwaah Amponsah abuse them in favour of Dr Yaw Sarfo, cannot recognise him as Kumawuhene.

Additionally, Warrington Notes on Article 13 and the Ghana Criminal Code 1960 (Act 29) coupled with the outcome of the meeting of some Asanteman chiefs in 1938 as published in Dr Busia's book titled, "THE POSITION OF CHIEF IN THE MODERN POLITICAL SYSTEM OF ASHANTI", I cannot accept Dr Yaw Sarfo as Kumawuhene. Dr Yaw Sarfo is simply a puppet that Asantehene Otumfuo Osei Tutu II, the Asanteman Council and Kumawuhemaa Nana Abenaa Serwaah Amponsah have tried to enthrone to facilitate their ultimate motive of siphoning the wealth of Kumawuman for their selfish ends. From his own pronouncements and lack of knowledge of Kumawu history, he absurdly kowtows to Asantehene as though Kumawu is completely subservient to Asantehene Otumfuo Osei Tutu II. Anyone who has access to the internet can view some of his video postings on YouTube. His behaviour of total surrender to Asantehene Otumfuo Osei Tutu II is very nauseating. From all these said, how can I accept or recognise Dr Yaw Sarfo, as a credible Kumawuhene? I can't! Therefore, I do not care what others say. My letter/document to the KTC is not meant for the personal attention of "Kumawuhene" Barima Sarfo Tweneboa Kodua (Dr Yaw Sarfo) but for the attention of the entire members of the KTC.

I am highly disappointed in the registrar who appears not to know his responsibilities fully. I am planning to give him a phone call but not in the heat of my current anger. I do not want to be emotional when I phone him up because he may end up not learning any viable lesson from me but I have to prove to him that I am older, wiser, and more knowledgeable and that he can drink freely from my ever overflowing fountain of wisdom.
