The Minority Caucus in Parliament has called for the immediate resignation of the Attorney General and Minister of Justice, Dr Dominic Akuritinga Ayine, accusing him of failing to follow due process in the release of GH¢350 million from the Contingency Fund for flood relief.

Addressing the media in Parliament on Wednesday, July 8, 2026, Deputy Minority Leader, Patricia Appiagyei, questioned how the funds were released despite what the caucus described as pending garnishee proceedings.

According to the Minority, the Attorney General had directed the Governor of the Bank of Ghana (BoG) to facilitate the release of the funds even though the court process had not been concluded.

"The Attorney General's letter speaks for itself. It directed the Governor of the Bank of Ghana to give effect to the release of funds from the Contingency Fund notwithstanding the pending Garnishee procedures," she said.

She added that although the Ministry of Finance later announced that the GH¢350 million had been released, the legal process had still not been resolved.

"The unavoidable question therefore is how did the money move? Any competent Attorney General could have secured the lawful release of these funds within 24 hours by moving the courts, disclosing the agency, and letting the judicial process work as it was designed to," she stated.

Following the accusations, the Minority has demanded that Dr Dominic Ayine resign immediately or be removed from office by President John Dramani Mahama.

"The Minority Caucus accordingly calls on the Attorney General and Minister of Justice to resign forthwith. Should he fail to do the honorable thing, we call on the President who swore an oath to preserve, protect, and defend this Constitution to relieve him of office without delay," Appiagyei said.

The call comes after the Ministry of Finance announced that it had transferred GH¢350 million from the Contingency Fund into a dedicated National Disaster Management Committee account at the Bank of Ghana to support emergency flood relief and mitigation measures.

The Ministry said the transfer followed a directive from President John Dramani Mahama to Finance Minister Dr Cassiel Ato Forson to mobilise resources to respond to the flooding that has affected several parts of the country.

According to the Ministry, Parliament's Finance Committee approved the withdrawal in line with Article 177 of the 1992 Constitution before the Controller and Accountant-General opened the account and transferred the funds.

The government said the money will support the National Emergency Flood Response Programme by providing immediate assistance to affected communities and funding long-term flood mitigation measures.
