Personally, I cannot see anything new about this 1 District-1 Factory policy initiative. In fact during the period of the CPP Government led by Dr Nkrumah, factories existed in all regions of the country. Unfortunately, prior to and after 1966, corruption and poor management of these State owned factories led to their demise.
I am concerned about a large focus of this policy being targeted at foreign investors and not local investors.
Offering foreign investors tax holidays & incentives will not add much revenue to Government Accounts. Personally, I would like to see the Government going into partnership agreements with local investors or establishing the Factories and afterwards selling 50% of ownership through the Ghana Stock Exchange to ensure that citizens who want to invest in these District Enterprises have the opportunity to do so. The Government is right to focus on add on value of agricultural goods for exports as a way of increasing revenue. However, it is wrong to believe that offering tax incentives and tax holidays (of up to 10 years), will increase revenue or lead to major infrastructure development. There is a
budget of 400 million plus cedis for this policy. This could be used to establish at least 20 medium-to-large sized factories. Personally, I would prefer to see 80 medium-to-large sized factories established after 4 years
with a majority of local investors than 214 factories owned by foreign owners. Asian countries such as China have established successful State Owned factories and so this idea that only private sector owned factories can be run efficiently is flawed.

then it's a big shame on them.Ghana is for all Ghanaians and it's wrong for one administration to take over all public services.1 district 1 factory is another to share money amongst NPP guys.This situation is not the best way to build a nation.Thank you.

To opined that, it's the NPP strategy to share money through 1 district 1 factory is a non- starter. Every information about the project is in the public domain. This project is not like SADA, Wayome, SUBA etc chop, chop; please I urge you to read much about the project for further enlightenment and stop the NDC usual propaganda. It's better to a spade a spade rather than call it a shovel.
