This a true and useful assessment of the problem facing many developing countries. In Ghana, there is a vibrant private sector transport operation yet there is also an obviously inefficient public sector transport operation. It must be very profitable for governments to BUY large fleets of buses.
The Housing sector is another low hanging fruit for the Ghana Government. If workers are gainfully employed in a healthy economy, the private sector developers can meet their housing needs.
