Dividends and Royalties, just like Taxes, should not be left to the discretion of the Payer. Ghana should be in the position to say what is owed - not the other way around.

This money may be enough to build one hospital. If we owned the mines we could have built ten hospitals. We sold theses mines to these crooks and that's what we get.
