Botswana, Mauritius enforce local ownership whilst encourage foreign investors. It should not be at the expense of the local people and industry. In Botswana ,if a skill is absent an expert is brought in and he/she and the company is given some number of years to train locals. After those years the company is forced to employ a local. In Ghana , you can be there for many years without any effort to put suitably qualified and competent Ghanaians in place. Foreign multinationals like Nestle, Unilever, Stanchart rotate their personnel in Africa ,Asia etc whilst does the government not force mining companies to also rotate Ghanaian staff in their operations worldwide if they lack the required expertise. When did Goldfields have a Ghanaian work in South Africa . We need foreign investors but we should empower our own or we are going to be left behind. Foreigners will not contribute to the welfare of the ordinary person. The capitalist system is to make money. The reason why our mining areas are a sorry state.Promoting your own does not mean appointing incompetent people. companies should be forced to source the best Ghana talent. Unfortunately the Pull Him Down Syndrome is our downfall s we prefer foreigners to run our affairs but laugh at us in their countries. If you listen to some unqualified South Africans who have made money in Ghana you will be sad. two of the useless countries that have sold their soul away in Africa are Ghana and Zambia.

Local content law is very different from passing laws to grab someone's business operating in the country just because he is a different nationality. Do you not agree the reason many businesses fail in Ghana is not a lack of support or resources but because many owners prefer to first spend money on expensive cars, fancy offices and secretaries and girlfriends on the side rather than concentrate and focus their resources on developing their business.

In the past, all that wealth belonged to only 5000 white farmers with 1 1/2 children and a dog. And how could such a greedy few spread any wealth in a trickle-down economy you and them believed in?
250,000 families with 3 children average is a better way to spread the wealth from bottom-up.

There wasn't a bumper harvest. Many traditional food farms converted to tobacco farms after food prices in Zimbabwe collapsed 15 years ago. There is more tobacco but very little food. As a result, Zimbabwe is expected to face a famine of epic proportions in the coming years - expect refugees soon. Also falling tobacco prices and poor rain has vastly increased poverty.
google Zimbabwe tobacco farms for more information.

As Ephraim Amu famously wrote 'Hen ara asaase ni''Se ebe yie aa efiri yen ara'.
We must learn to do things ourselves rather than look to foreigners to exploit our abundant resources. Draconian laws like Mugabe's are required to wrest back control of our resources from the predatory hands of foreign neo-colonialists.
Why should we allow Anglogold, Tullow and other foreign multinationals to make massive profits to the detriment our people?
Herman Chinery-Hesse is absolutely right. We must take control of our own destiny instead of relying on foreign direct investment to grow our economy without development.

I'm all for local content. Implementing laws that will have a grandfather affect on drawing more local labour/businesses into the fold but allowing the rich-of-the-rich in Ghana to steal 51% of a foreign business is crazy. You would see starvation, the cedi drop like a rock and the country isolated from the international community.
