Government and organised labour have agreed to increase public sector workers’ total pay package by 9% in 2027 and their base pay by 10% in 2028.
Finance Minister Dr Cassiel Ato Forson said the agreement recognised workers’ role in supporting Ghana’s economic recovery.
He described the deal as historic, noting that it was the first time the government and organised labour had reached a public sector pay agreement covering two years.
Under the agreement, 1% of the 2027 increase will be allocated to addressing workers’ conditions of service.
The agreement also provides for both parties to meet again to review the 2028 base pay increase if inflation in December 2027 reaches an agreed trigger.
Dr Forson praised public sector workers for keeping essential services running and supporting the country’s economic recovery.
“Their welfare must remain central as we consolidate the recovery we have achieved so far,” he said.
He added that the government was committed to protecting workers’ incomes while keeping public spending at a sustainable level.
The government and organised labour will also review some allowances to address disparities in the current pay system.
The minister said the agreement would help pave the way for the proposed Independent Public Remuneration Commission, which would require legislation to be established.
He assured workers that organised labour would be consulted on reforms affecting them.
