The National Housing Fund (NHF), housing developers, workers’ organisations and other key stakeholders have agreed on a series of measures aimed at expanding access to affordable housing finance in Ghana.
The commitments were reached at the National Conference on Housing Finance 2026, organised by the NHF at the Mövenpick Ambassador Hotel in Accra.
In a statement issued by the NHF on October 8, 2026, the organisation said participants at the conference recognised the need for stronger collaboration, innovative financing solutions and effective implementation mechanisms to advance the national goal of adequate housing for all.

NHF outlines new housing finance measures
As part of the resolutions adopted at the conference, the NHF committed to taking a leading role in transforming Ghana’s housing finance ecosystem.
The Fund said it would develop and support risk-sharing, guarantee and de-risking mechanisms to make it easier for housing developers and prospective homeowners to access financing.
It would also promote affordable housing finance products designed to meet the needs of workers in both the formal and informal sectors.
A key part of the commitment is the establishment of a national homebuyers’ database and digital marketplace to better connect people seeking homes with developers and financial institutions.
The NHF will also mobilise partnerships and investment to attract more private capital into the housing sector while promoting social housing for vulnerable and underserved groups.
It is also expected to establish mechanisms to monitor and track the implementation of the resolutions reached at the conference.
Labour groups push for worker-friendly housing finance
Workers and labour organisations have also pledged to play a more active role in improving access to housing.
According to the communiqué, the groups will promote responsible savings and financial planning among workers to support homeownership.
They will also participate in housing finance programmes and support the development of worker-centred financing solutions that take into account the realities of both formal and informal employment.
The labour organisations further committed to working with the government, the Ghana Real Estate Developers Association (GREDA), the NHF and financial institutions to create sustainable pathways to affordable housing.
They will also advocate for inclusive housing policies to ensure that workers are not excluded from opportunities to secure decent and affordable homes.

Developers target lower construction costs
The Ghana Real Estate Developers’ Association (GREDA) also made commitments aimed at improving the cost and quality of housing delivery.
The association pledged to promote the use of appropriate local materials in construction while improving efficiency across the housing delivery process to reduce construction costs and, ultimately, house prices.
Developers also committed to adopting green and resilient building practices, which they believe can help reduce homeownership costs while promoting healthier and more decent living conditions.
GREDA will further collaborate with the government, the NHF, financial institutions, workers and employers to develop affordable housing schemes.
Stakeholders commit to turning resolutions into action
Beyond the individual commitments, all stakeholders agreed to strengthen collaboration across Ghana’s housing finance ecosystem and work together to remove barriers to affordable housing delivery.
The conference noted that achieving the goal of “Adequate Housing for All” would require coordinated action in areas such as finance, land administration, planning, infrastructure, affordability, sustainability and institutional effectiveness.
Participants also committed to turning the resolutions into measurable actions, regularly tracking progress and maintaining dialogue to build a more accessible, affordable, sustainable and inclusive housing finance system.
The NHF has subsequently been tasked with coordinating the implementation of the commitments and monitoring progress.
