President John Dramani Mahama has directed the Ministers for Works, Housing and Water Resources and Local Government, Chieftaincy and Religious Affairs to develop an administrative and operational framework to clearly define the roles, responsibilities and working relationship between the Tema Metropolitan Assembly (TMA) and TDC Ghana Limited.

The directive, in a statement dated August 28, 2026, and signed on behalf of the President by the Secretary to the President, Callistus Mahama, follows a continuing impasse between the two institutions.

Mahama said the framework must provide clear mechanisms for development permitting, infrastructure coordination, revenue obligations, information sharing and dispute resolution, as well as regular engagements between the TMA and TDC.

“The framework should clearly define the roles, responsibilities and working relationship between the Tema Metropolitan Assembly and TDC Ghana Limited,” the statement said.

The document is expected to formally separate the functions of the two institutions, with the TMA retaining its municipal and regulatory mandate, while TDC focuses on commercial property development and related responsibilities.

It further directed that neither institution should assume or exercise functions legally assigned to the other.

The two ministers have been given 14 days from the date of the letter to convene the leadership of the TMA and TDC, agree on the framework and submit it to the President.

They are also required to submit a report outlining the steps taken to resolve all outstanding matters between the two institutions.

The directive is intended to bring clarity to the mandates of the TMA and TDC and establish a structured working relationship to prevent further disputes.
