Parliament has approved a concession agreement to reintroduce road and bridge tolls in Ghana through an electronic toll collection system under a public-private partnership arrangement.
The agreement is expected to provide a framework for the financing, design, construction, operation, maintenance and eventual transfer of a nationwide electronic tolling system to the government.
The initiative aims to create a sustainable source of funding for road maintenance, improve efficiency in toll collection, reduce revenue losses and promote transparency in the administration of road tolls.
The concession is between the Ministry of Roads and Highways, acting on behalf of the Government of Ghana, and a special purpose vehicle to be established by Rock Africa Limited, which will be responsible for mobilising private investment for the development and operation of the electronic tolling system.

Under the agreement, the electronic tolling system will cover 66 tolling points across 13 operational corridors, comprising 38 existing toll locations and 28 newly identified strategic locations.
Under the revenue-sharing arrangement, the government will receive 70% of toll revenues, while the operator will retain 30%.
The agreement has a 20-year concession period, comprising three years for design and construction and 17 years for operation and maintenance.
At the end of the concession period, all project assets will be transferred to the government.

The agreement was presented to Parliament on Wednesday, July 29, 2026, by the Minister of Lands and Natural Resources, Emmanuel Armah-Kofi Buah, on behalf of the Minister of Roads and Highways, Kwame Governs Agbodza.
It was subsequently referred to the Roads and Transportation Committee for consideration.
The House approved the agreement after the Chairman of the Committee, Isaac Adjei Mensah, presented the committee’s report and moved for its adoption.
