Finance Minister Dr Cassiel Ato Forson is expected to unveil the government's long-awaited New Economic Policy when he presents the 2026 Mid-Year Budget Review to Parliament on Thursday, July 23, 2026.

The policy is expected to signal the government's shift from economic stabilisation to a long-term growth agenda, while consolidating the macroeconomic gains achieved over the past year.

According to government sources, the framework will build on the fiscal reforms and economic recovery measures introduced by the Mahama administration and set out a roadmap for sustainable economic transformation.

The new policy is expected to prioritise job creation, increased productivity, economic resilience and inclusive growth as key pillars of the government's development strategy.

Dr Forson is also expected to brief Parliament on Ghana's successful completion of the International Monetary Fund's Extended Credit Facility (ECF) programme and the country's transition to the Policy Coordination Instrument (PCI).

The Finance Minister is anticipated to outline measures aimed at maintaining fiscal discipline while presenting an assessment of the country's economic performance over the past 12 months.

Lawmakers are also expected to receive an update on the progress of Ghana's external debt restructuring programme, including its impact on the broader economy and the country's improving debt sustainability following recent assessments by the IMF.

On the fiscal front, Dr Forson is expected to present revenue performance for the first half of 2026 and explain how the government intends to manage public expenditure while safeguarding priority sectors during the remainder of the fiscal year.

The Mid-Year Budget Review is also expected to highlight initiatives to stimulate economic activity, create jobs, strengthen investor confidence and sustain prudent fiscal management.

In addition, the Finance Minister may propose adjustments to the 2026 Budget to reflect prevailing economic conditions and emerging fiscal priorities.

Parliament is expected to receive a comprehensive report covering revenue mobilisation, public expenditure, debt servicing and the fiscal outlook for the second half of the year.

The Mid-Year Budget Review is presented in accordance with Section 28 of the Public Financial Management Act, 2016 (Act 921), which requires the Finance Minister to update Parliament on the implementation of the national budget and provide the fiscal outlook for the remainder of the financial year.

The exercise also offers Parliament, investors, development partners and the public an opportunity to assess Ghana's economic performance and monitor the government's implementation of the approved budget.
